In order to guide the assessment and analysis stage of the project cycle it is important first to assess the situation.  This step will identify the availaility of services and resources:

As well as assessing services and resources it is important to identify any gaps that exist in service delivery. Any gaps that are identified may impact the user experience. For example if it is revealed that the assessment forms being used are not aligned to the guidance set out in assessment and treatment.  This gap will need to be addressed on both the project cycle and rehab cycle to ensure that the user receives quality treatment.
